There is no compatible version available for installation on Windows 7. The tweaks don't help at all which means the only possible solution at this time is virtualization. Install VirtualBox then create a XP machine using a Windows XP Installer Disc and then you will have the possibility to transfer the file on that environment to install it.

Windows XP Mode makes it easy to install and run many applications compatible with Windows XP directly on a computer that use Windows 7.

Try ImageJ. It's multi-platform and free, and does pretty much the same kind of image analysis as ImageTool.
There's also IPLab, but it's quite costly.
