To reference Image Tool in a thesis, you should cite it like any other software. Include the name of the software, the version number, and the publisher. For example, "Image Tool, version 4.2, published by XYZ Software (2020)."

There is no compatible version available for installation on Windows 7. The tweaks don't help at all which means the only possible solution at this time is virtualization. Install VirtualBox then create a XP machine using a Windows XP Installer Disc and then you will have the possibility to transfer the file on that environment to install it.
ImageTool is an old application which is not compatible with the latest Windows versions. I suggest you to download and install Windows XP Mode and install the application in this environment. Windows XP Mode makes it easy to install and run many applications compatible with Windows XP directly on a computer that use Windows 7.
ImageTool is an image editing application, but also it has some features that can help you measure the total area of a circle. Try ImageJ. It's multi-platform and free, and does pretty much the same kind of image analysis as ImageTool.
There's also IPLab, but it's quite costly.
